Second Plenary: Summary

In the second plenary meeting of the day there were some advances made. However, for every step forward there has been a step back. In the mitigation working group, countries managed to commonly identify the peak years of different categories of countries, but there was large disagreement on emission targets for each category of countries. In the adaptation meeting, an agreement was made regarding the definition of climate refugees, but there was no consensus on the financial responsibilities of each category of countries concerning adaptation. In the trading working group, progress was made on the REDD initiative concerning the preservation and extension of forests but there was no final agreement on the form that REDD should take in the CDM, with a conflict of interests arising between Brazil, China and the UK.
