The mitigation group proposed the so-called "JIG"-Model to set country-specific targets for the reduction of greenhouse gas emissions. In the process of clarifying the details of this model, China and the USA threatened to leave the negotiations. They reject the model put forward by their working group and refuse to accept it.
It remains to be seen whether this working group will be able to find a consensus... informal meetings are currently going on to clarify these issues.
