Second day - first plenary surprises

The night brought a lot of surprises and changed stands of some representatives. First humanitarian aid was sent to Bangladesh.

 The group of NGOs presented a model for distributing responsibilities for adaptation finance among developed and emerging economies.

The second breakthrough was the letter received from Canadian and French authorities which may seriously affect the negotiations.The Media Team publishes the full text of this statement:



Dear distinguished delegates,

On behalf of Canada and France, we would like to express two big concerns which need to be recognized before we can proceed with reaching a successful agreement.
 Yesterday both our nations made calculations mistakes by stating we would contribute 1,5% and 2% of our GDP although we meant to state 0,15% and 0,2%. We recognize our mistake, apologize for it and would like to point out that this should not be perceived as our countries trying to back down from our promised contributions.
 This mistake reflects a lack of involvement and care on the givers side with respect to the climate change issue. Let’s be involved, caring and empathize as human citizens.
 But, there is a second concern. When the over-generous offers were made, it was bounced back by developing countries, it was a “joke” according to them, it was not enough. Although this implied 75% of the total 100 billion pledged in Copenhagen.
 The second concern therefore, is the endless pursuit of maximization at the receiver’s side. If you always request for more, how can the finance provided ever be enough? One should strive for a satisfactory amount instead.
 So let stop high balling and low balling from now onwards only that will help us reach a legally binding agreement today.
