New innovative model for setting targets proposed

Japan, Indonesia, Germany and the US (JIGU) have proposed a new formula to set climate targets. A meeting between the countries involved is due to take place later tonight to concretise the finer details of the measure. If successful the 'JIGU' model will base targets on a combination of the GDP per capita and CO2 emissions per capita of each country. This new measure appears to be a progressive step in the direction of equitably distributing the mitigation responsibilities of each nation.
