Press Release from Japan and US

The delegations of Japan and the USA is committed to take over responsibility by involving the G20 states. The two countries demand emerging countries like such as China, India Russia and Indonesia as well as industrialized partners such as Germany, France and the UK to take their responsibility into account and contribute their respective parts. 

The specifics of the proposal are as follows:

  1. The funding of the whole new fund is being set up by a commitment of every G20 country.
  2. Every G20 country commits to provide 5% of the fund’s total amount. This is a fair way of dealing with the fund, as the CBDR principle is very well implemented using this approach, taking into consideration that the 20 most powerful countries in terms of economics are contributing.
  3. It is to discuss whether the financing of the fund is to be on a loan or on a donation basis.
  4. The only condition from the United States of America is, that every G20 country is participating.
  5. Further contributions by other Annex I and Non-Annex I countries are welcome as well.
