Thank you!

We would like to thank all the participants for joining the block seminar and simulations in Barcelona. The model was a great learning experience for all the parties. It aimed at training negotiation skills, reaching consensus and enhancing team work but also presenting atmosphere of the real event. Even though not always consensus was reached, it showed to participants that the real negotiations are not easy and country delegates face numerous difficulties while discussing positions.

During the negotiations the blog was visited 1588 times. Most visitors came from Spain, United States and Switzerland. The Media Team would like to thank you all for cooperation and active participation!

Barcelona Protocol 2013

A. Preamble
 Acknowledging that
           
a.       Climate change is a global problem.

b.      Current global greenhouse gas emissions based on 2010 data are estimated at 50.1 GtCO2e. Under BAU conditions they are estimated to be 58 GtCO2e in 2020.[1]

c.       Assessment of countries current emission reduction pledges shows that (if fully implemented) will reduce emissions to below the BAU level in 2020, but not to a level consistent with the 2°C target agreed upon at the Copenhagen Accord and hence lead to a emissions gap.

Leak: US snubbed Greenpeace for Fossil Fuel lobby

It has been leaked that the US was heavily influenced by the fossil fuel lobby in the final negotiations on the binding emission targets and the possibility of introducing a clause for future sanctions. The rejection of this agreement represents a broken pledge on behalf of the US with Greenpeace, who were under the understanding that they had secured the commitment of the US on the amendments.

Results of final voting on adaption proposals.

Under high time pressure, the plenary has agreed to the proposals of the adaptation working group on climate refugees. No consensus could be agreed regarding the green climate fund however, which means that the financing issues will be discussed at COP'20.
With these decisions, the plenary was closed before the announcement of the winners of the best negotiater award.

Congratulations to Bangladesh!

The respective delegate from Bangladesh receives Best Negotiator Award. He was especially active during Adaptation Working Group, put forward a few proposals and helped in reaching agreement.

The results of the voting are as follows:

US rejects individually binding emission targets and sanctions!

The US was the only country to reject the legally binding emission targets for individual nations along with sanctions to be discussed at COP'20. As a result no agreement has been reached on legally binding targets or a clause concerning future discussions on sanctions.

Greenpeace calls for clause on country sanctions


The NGO Greenpeace has strongly voiced its desire for delegates to include specification on sanctions for countries who fail to meet their targets in the final legislation. Greenpeace believes that the absence of a clause on sanctioning would drastically weaken the final agreement reached.

All countries vote in favour of the trading proposals defined in the working group's final draft legislation.

Bangladesh Bilateral agreements for disaster aid

There have been made bilateral agreements to provide aid to Bangladesh for coping with the recent disaster resulting from cyclone Mahasen.
